Condition Upgrade Question - Guild Wars Forums

If i have something like a Heavy Axe and used enfeeble on a target would it make the effect last longer or does the Heavy mod only apply to Axe Twist?

I'm pretty sure it only applies to Axe Twist...the weapon itself must be the cause of the condition.
